A Woman from
the Hills of Laclubar

Maria Terezinha da Silva Viegas was born on 3 October 1964 in Orlalan, a village in the interior of Laclubar. There, cold mist descended each morning from the hills, and life moved to the rhythm of the land — not the schedule of a city. She grew up in a modest family, one that believed dignity was not kept through wealth, but through the way a person stood. Those values shaped her: a woman calm on the surface, yet not easily shaken.

When choosing her field of study, she took up Agronomy — the science of soil, of how things grow from roots that are tended. That choice felt like an extension of what she had learned in her home village: that nothing changes meaningfully unless it begins at the most basic level. That way of thinking never truly left her, even long after she traded the fields for the halls of power.

Constitutional Legacy

Terezinha was one of the architects behind Article 17 of the Constitution of Timor-Leste — the provision guaranteeing equality between men and women before the law. She served as Secretary of the Legislative Commission of the ETTA National Council in 2001, one of thirteen women who made up that historic body. That article will remain long after every office she has held.

Years of Resistance

Quietly on the Front Line

During the years of occupation, Terezinha lived out her days in Dili like any ordinary woman — working, moving about, drawing no attention. But behind that ordinariness, she was quietly part of an underground resistance network: passing letters, relaying information, moving supplies to fighters in the mountains. The risk was real. Still, she chose not to step back.

Through that network she came to know António João Gomes da Costa, an armed commander known by the nom de guerre Mahuno. When António was captured in April 1993, their bond did not break. Three years later, they married in Dare — while her husband was still behind bars. A marriage not about the right timing, but about a shared direction.

Legislative Service

Six Terms,
One Common Thread

Timor-Leste's independence in 2002 did not mean the struggle was over. It simply changed form — from weapons to words, from the forest to the chamber. Maria Terezinha grasped that shift faster than most, and she did not wait for her turn to speak.

She was elected for six consecutive legislative terms — an extremely rare record in the political history of Timor-Leste. Not because she was always the loudest voice, but because she was always present, always reliable, and always knew what her young nation needed. From the ETTA National Council that drafted the Constitution to the seat of Vice President of the National Parliament, the common thread never changed: work, not spectacle.

Elected without interruption since the first National Parliament was formed. That consistency speaks louder than any title: the people kept renewing her mandate, and she kept carrying it seriously.
2012–2017
Secretary of State for Parliamentary Affairs
Ensured communication between the executive and legislative branches did not break down at a time when state institutions were still very young. Unglamorous work, without which much would not have run.
2017
President of the National Group, AP–CPLP
Led the parliamentary delegation to sessions of the Parliamentary Assembly of the Community of Portuguese Language Countries in Portugal, Mozambique, and Cape Verde — carrying Timor-Leste's voice into the Lusophone community.
2018
Secretary of the Presidium, National Parliament
Re-elected in the 2018 elections, taking on a higher parliamentary leadership role. That same year, she was elected to the Executive Committee of the Timor-Leste Football Federation.
2020
Secretary, TL–Japan Parliamentary Friendship League
Strengthened ties between the two legislative bodies. This foundation would later prove highly relevant when she was posted as Ambassador to Tokyo five years afterward.
2023–2028
Vice President of the National Parliament
The culmination of two decades of legislative career — one of the highest leadership positions in the body of representatives — before a far greater calling awaited her across the ocean.

On 18 August 2025, President José Ramos-Horta entrusted her with diplomacy's highest mandate: Ambassador Extraordinary and Plenipotentiary of Timor-Leste to Japan. Not a reward for past service — but trust to face a moment unlike any before.

Because just after she arrived in Tokyo, history moved. On 26 October 2025, Timor-Leste officially became ASEAN's 11th full member — closing out two decades of long diplomatic struggle. And there she was: at the front line of that new chapter, serving at one of the region's most strategically vital partners.

Without Pause

She arrived in Tokyo not to wait. Within the first months, she had already opened channels in many directions at once — from infrastructure negotiation tables to student webinars, from the office of Japan's Prime Minister to the imperial gardens, from Amami-Oshima to Gifu University. Her way of working differed little from her days in parliament: straight to the heart of the matter, without unnecessary ceremony.

What sets Maria Terezinha apart from many diplomats is not the title she holds, but the distance she keeps — or, more precisely, never keeps. She has built no wall between herself and the people she represents. When accompanying the signing of a strategic infrastructure contract, she speaks of standards and deadlines. When meeting students far from their families, she listens. When standing at a diplomatic forum of women alongside Japan's Prime Minister, she carries with her the story of a small nation that refuses to be seen as small.

Her journey cannot be separated from that of her own nation. She was born under occupation. She fought when independence was still a dream. She built when that dream became reality. And now she stands in Tokyo — not at the margins of history, but squarely at its center. Timor-Leste has just joined ASEAN. The 2029 regional summit will be held on her home soil. And she is the face her nation brings to one of the region's most strategically important partners.

From Orlalan to Dili, from Dili to Tokyo — this journey was never about personal ambition. It was always about direction. And Maria Terezinha da Silva Viegas has, for a long time, known exactly where she was headed.
